Who caused Muslims to suffer?

THE HAGUE – In his cross-examination of Herbert Okun, Karadzic suggested that Alija Izetbegovic wanted his own nation to suffer in order to raise its ‘awareness’, in line with the Islamic Declaration. The witness agreed that Muslims suffered, but their suffering was caused, as he said, because ‘you expelled them from their homes, detained them in prison camps, killed and persecuted them’.

In his cross-examination of Ambassador Herbert Okun, Radovan Karadzic mostly probed the issue of Islamic fundamentalism in BH. Karadzic covered the formation of the Young Muslims in 1939, the establishment of the Handschar Division in the World War II, Alija Izetbegovic’s Islamic Declaration in 1970 and his trial in 1983. Karadzic also talked about the alleged attempt of the SDA’s ‘fundamentalist wing’ to implement the declaration by ‘a fratricidal war, terror and foreign intervention’.

According to Karadzic, Bosnian Serbs and Croats had every reason to be worried before the war because of the purported intentions of Alija Izetbegovic and his associates to establish a ‘state of a single nation’ at the expense of the Christian majority – the Serbs and Croats. ‘You and Boban wanted to divide BH’, Okun responded to Karadzic’s suggestions. Okun reminded Karadzic that he talked with Mate Boban about the partition in May 1992 in Graz. When Karadzic put it to the witness that the Serb side ‘didn’t endorse a partition but a transformation of BH’, the witness said that it was ‘a distinction with no difference’. What the accused called a transformation ‘was indeed tantamount to a partition’, the witness added.

Karadzic corroborated his argument about ‘the Christians under threat’ in BH by quoting a Croat, Mile Akmadzic, the war president of the BH Government. At a meeting with international negotiators, Akmadzic complained that ‘four Muslim radicals (Izetbegovic, Silajdzic, Mahmutcehajic and Halilovic) wanted to expel Serbs and Croats from BH’. Okun rejected those claims saying that ‘what actually went on is that Croats ethnically cleansed Central Bosnia of Muslims’.

According to Ambassador Okun, enough time elapsed between the Islamic Declaration and the war for it to be ‘water under the bridge’. Despite the fact that Izetbegovic belonged to a group of religious-minded people, ‘that manifest never had any practical effects’, then or today. The extremist Muslim wing in the communist Yugoslavia was never a significant threat simply because it wasn’t in power. During the war, this Muslim wing stood ‘zero’ chance against the well-armed Bosnian Serb and Croat armies.

Karadzic also put it to the witness that Izetbegovic’s government ‘in line with the Islamic Declaration’ caused its own nation to suffer, prevented the humanitarian aid deliveries, killed UN staff in order to blame it all on the Serbs and to secure international intervention. Okun replied to Karadzic that the main cause of the Muslims’ suffering was ‘that you expelled them from their homes, detained them in prison camps and used intimidation and terror, including murder and persecution’.

Karadzic was so irritated at one point that he called Okun ‘Izetbegovic’s lawyer’, but the witness once more begged to differ, saying that all three sides were guilty of crimes and he criticized Izetbegovic for that. ‘However, the Bosnian Serb side led in terms of the scope and amount of torture, coercion and expulsions’, Okun added. The witness corroborated this with an example from Sarajevo: the ratio of shells fired from the Serb positions compared to those of the BH Army, which were mostly small-caliber anyway, was 3,000 to 300’. ‘This gives you a clear picture of who did what’, the witness said. Ambassador Okun’s cross-examinations continues tomorrow.

The Croatian American Charitable Foundation (CACF) announced today that Davor Suker will be holding a “Mini Clinic for Charity” on Saturday, May 15th 2010 at the New York Institute of Technology (NYIT) campus in Old Westbury, Long Island from 10am-1pm.
The clinic will be for children between the ages of 9-14 and all proceeds will benefit the CACF and its ongoing battle for removing mines in Croatia.
The Davor Suker Soccer Academy ( http://www.sukeracademy.com/ ) was established at the end of Mr. Suker playing career with training camps in Zagreb, Croatia and other cities around the world. Over the past 4 years, Mr. Suker has held camps in the US (New York), Canada (Calgary & Toronto), Austria, Switzerland, Croatia and Bosnia & Hercegovina.
In November 2003, to celebrate UEFA's Jubilee, Šuker was selected as the Golden Player of Croatia by the Croatian Footall Federation as their most outstanding player of the past 50 years. Fourth testimony of a Survivor from the Petkovci dam

THE HAGUE – The testimony of a survivor from the Petkovci dam was admitted into evidence at the trial of Zdravko Tolimir. As alleged in the indictment, about 1,000 Bosniaks captured after the fall of Srebrenica were executed there on 14 and 15 July 1995. Protected witness PW 015 survived the execution of about 1,000 Bosniaks at the dam near the village of Petkovci, in the Zvornik area, on 14 July 2010. The witness already gave evidence four times before the Tribunal. At the trial of Zdravko Tolimir, former chief of security in the VRS Main Staff, the witness’s testimony from the trial of Radislav Krstic in April 2000 was admitted into evidence.

In a summary of the statement read by the prosecutor, the witness recounted that on 11 July 1995 he joined the column of soldiers and civilians pressing through the woods towards Tuzla after Mladic’s troops entered Srebrenica. The column was shelled and the people scattered. The group the witness was in couldn’t rejoin the column and decided to surrender to the Bosnian Serb soldiers on12 July 1995 at a field near the village of Sandici.

The witness was first held captive in a hangar in Konjevic Polje. From there, he was transferred to a football field in Nova Kasaba; there the prisoners were ordered to leave all their personal belongings. The witness estimated that there were about 2,000 prisoners on the pitch. After Ratko Mladic spoke to the prisoners, they were put onto trucks and taken to the school in Petkovci, near Zvornik. The prisoners were detained in classrooms. Serb soldiers abused them and beat them up, asking them to hand over their money, jewelry and other valuables.

Next day, on 14 July 1995, the prisoners were taken out in groups of five and transported by truck to the dam in Petkovci. When he got off the truck, the witness saw a mass of dead bodies. The soldiers opened fire and the witness tried to crawl under the dead bodies. The witness was slightly wounded, and remained there, playing dead. The execution went on until dark when the witness and another survivor managed to escape the execution site and hide until dawn. In the morning, they saw heavy earth-moving machinery removing the dead bodies. That same day the two of them managed to reach the territory under the control of the BH Army.

On photos shown by the prosecutor, the witness identified the locations where he was detained and the dam near the execution site. The accused Tolimir tried to contest the witness’s evidence, challenging his estimates of the number of prisoners detained and executed in the incident. Tolimir also tried to challenge the witness’s status, claiming he could not have been treated as a civilian when he surrendered. The witness explained that after he was wounded in late 1992 he worked in the civil sector as a humanitarian worker. The witness was drafted again before the end of the war after he managed to reach the free territory from Srebrenica.

In his cross-examination, Tolimir in particular insisted on ‘the inconsistencies’ in the witness’s evidence. In his previous testimony, the witness had stated there were 13,000 to 14,000 men in a column heading towards Tuzla while today he maintained there were 15,000 men in the column. Tolimir kept pressing the issue even after the witness told him several times that the people were trying to save their lives and were not counting heads. This prompted the presiding judge to interfere, urging the accused to move on to another subject. The prosecution had no additional questions for the witness. The trial of General Tolimir for genocide and other crimes in Srebrenica and Zepa continued with the evidence of OTP investigator Tomasz Blaszczyk.

Belgrade- Only one out of three Serbs supports a recent legislative declaration condemning a wartime massacre in Srebrenica in which Bosnian Serb forces massacred the Muslim population, the daily Press reported Monday.

Quoting a survey by the Politikum agency, it said that 32.7 per cent of the population in Serbia supports the Srebrenica declaration, while 37.5 opposes it. Around 30 per cent were undecided.

The Serbian parliament in March narrowly passed the condemnation of the atrocity - in which 8,000 Muslim boys and men were rounded up and executed.

The declaration condemned the killings in July and August 1995 and apologized to the victims' relatives because Serbia did not do enough to stop them. However, it stopped short of condemning the deaths.

Bosnian Serb forces were backed by Belgrade and under the command of Ratko Mladic, who is believed to be hiding in Serbia despite being wanted for a genocide trial at the United Nations tribunal for former Yugoslavia.

In the West, the resolution was described as a sign that Serbia wants to part with its past. But Bosnian Muslims scoffed at it because it did not fully condemn the Srebrenica killings or take full responsibility.

An apparent side effect of the controversial declaration is a rise in support for Mladic, for whom an international arrest warrant is outstanding. In January, 30 per cent of Serbs supported his arrest; in April it was only 25.7 per cent, the Press reported.

Many Serbs believe Mladic is a hero who protected the nation in the bloody 1992-95 Bosnian war, despite his genocide indictment for Srebrenica and a deadly siege of Sarajevo.

He remains at large. His arrest is presently the largest single obstacle to Serbia's progress toward European Union membership.

Ambassador Okun: Karadzic was ‘disheveled and melodramatic’

THE HAGUE – Former US ambassador Herbert Okun says that Karadzic was obsessed with the genocide against Serbs in the World War II. Karadzic spoke about that all the time, Okun noted. The prosecution tendered into evidence 16 notebooks in which Okun took his notes. He recorded Karadzic as saying that ‘different ethnic communities cannot live together in BH’. Okun also wrote that Karadzic never denied any accusations of ethnic cleansing, and that he admitted he had control over the Bosnian Serb forces and endorsed the partition of BH, with the biggest chunk of the territory going to the Serbs.

‘Karadzic, even more disheveled and melodramatic than usual, failed to mention the genocide against the Serbs for three full minutes’, former US diplomat Herbert Okun noted in his notebook with some amazement after his talks with the Bosnian Serb leader on 5 March 1992. As a deputy to the UN special envoy to the Balkans Cyrus Vance, Okun attended a series of meetings in 1990’s when possible solutions for the conflict in the ex-Yugoslavia were discussed. At those meetings, Okun took copious notes; they were tendered into evidence by the prosecution.

According to Okun, Karadzic was obsessed with the genocide against the Serbs in the World War II and spoke about it all the time at the meetings. ‘I remember being rather shocked by that; I told Karadzic that if he continued to talk like that Serbs would one day commit genocide’, Okun recalled, adding ‘I must note that I didn’t mean it seriously at the time’. As the witness explained, Karadzic often expressed his ‘concern’ over the hike in the birth rate among the Muslims in BH, noting that ‘Izetbegovic wants to gain power through a high birth rate’.

In Okun’s opinion, the Bosnian Serb leadership had six main goals to achieve: to establish an ethnically clean Serb state, relying on Serbia, to establish special relations with Serbia and if possible to be absorbed into it, for the Serb state leadership to have the power of veto over the decisions of the central government in Sarajevo and, finally, to divide Sarajevo into two parts, Serb and Muslim. Karadzic embraced those goals as his own, Okun maintained.

The ambassador copied in his notebook a map showing the proposed partition of BH, given to him and other mediators by Karadzic himself. According to the map, the Serbs were to get most of the territory, in the shape of a horseshoe. The central part was to be given to Croats, while Muslims were to get a small triangle along the Sarajevo – Tuzla – Zenica – Travnik line. Okun observed that already by the second half of 1992 only Serbs lived ‘in the horseshoe’. This was achieved by ethnic cleansing that was particularly severe on the west bank of the Drina River and in the Posavina region. According to Okun, Karadzic practically never denied ethnic cleansing. On the contrary, Karadzic responded to such accusations by levying accusations at the other side.

Prosecutor Tieger quoted several Karadzic’s statements from Okun’s notebook. As Okun wrote down, Karadzic said ‘that different ethnic communities in BH cannot live together’. Nikola Koljevic also repeated this sentiment several times to the international negotiators ‘in perfect English’. Karadzic also confirmed to Okun that the Bosnian Serb army was under his command and that he controlled 95 percent of the paramilitary forces. During the talks in Geneva, Karadzic told Okun that Mladic was at first ‘a bit difficult to cooperate with’ but that he had ‘all the authority’ over the Serb army.

The prosecutor corroborated those claims with a recording of a press conference held on 18 September 1992, where Karadzic was accused of ethnic cleansing, and responded with a request that the Serbs be ‘allowed’ to leave Sarajevo where they were ‘held hostage’. When a journalist asked why the Serbs, who made up about 35 percent of the population in BH, wanted more than 60 percent of the territory, Karadzic replied, ‘We don’t demand it, we have it’. Karadzic then added that the demand was justified because the Serbs used to be in the majority before the genocide in the World War II.

According to the words and notes of Ambassador Okun, the Serbs and Croats had similar goals: they wanted to carve up BH. Serbs saw the Croats’ goals as ‘realistic’ and thought they could reach a deal with them, unlike the ‘unrealistic’ aspirations of Muslims who in Karadzic’s view wanted to have the whole BH to themselves. As the hearing today drew to a close, Karadzic began cross-examining Ambassador Okun.

Public testimony about secret documents

THE HAGUE – In his evidence at the trial of Jovica Stanisic and Franko Simatovic, General Manojlo Milovanovic confirmed what he had stated in the documentary The Unit. Milovanovic identified the owner of the ‘work notebooks’ currently under seal at the Tribunal. The prosecution contends that the notebooks are in fact Ratko Mladic’s ‘war diaries’. General Manojlo Milovanovic, former chief of the VRS Main Staff, has been subpoenaed by the Trial Chamber to testify in The Hague. Today, at the trial of the former chiefs of the Serbian state security service, Milovanovic demanded to testify in open session. The judges granted Milovanovic’s request. The trial did go into private session at one point, but the prosecutor indicated that during the 10 minutes in private session the witness wasn’t asked any questions.

The prosecution had two strong reasons why it wanted to get Milovanovic to testify in the case against Jovica Stanisic and Franko Simatovic. First, Milovanovic is expected to confirm what he stated in the documentary The Unit, about the Serbian state security service’s Special Operations Unit (JSO). Secondly, General Milovanovic has known Ratko Mladic for more than three decades and he ‘saw Mladic’s handwriting on a daily basis ’ in the years they spent together working in the VRS Main Staff. This is why Milovanovic is expected to identify the author of the notes taken in what the prosecution alleges is Mladic’s ‘war diary’.

General Milovanovic today confirmed the statements he made in the documentary The Unit. When he first met Stanisic, Milovanovic ‘was surprised how well Stanisic knew the situation in the Podrinje area: who is fighting where and who is in command over whom’. Milovanovic also confirmed that in February 1995 Stanisic conveyed to him the decisions of the Yugoslavia’s Supreme Defense Council and the Republika Srpska Supreme Command to appoint Milovanovic the commander of Operation Spider, launched to support Fikret Abdic’s troops. Milovanovic declined the appointment because he ‘didn’t want to exercise command over Muslims’. Milovanovic also confirmed what he said in the documentary when he described the problems with paramilitary units. According to Milovanovic, the paramilitary units ‘joined the fight without proper authority’ and their goal was not to defend the Serb population but to loot. This applied in particular to Arkan and his unit, the Tigers, the witness noted.

Parts of the documentary were admitted into evidence together with some other statements Milovanovic had made, and then the trial went into a brief private session to deal with the problem of the witness’s wish to testify in open session about secret documents. The problem was solved by declaring the secret documents – or at least parts of them shown to the witness – public.

Milovanovic was shown excerpts from ‘work notebooks’ in which Ratko Mladic described the meetings attended by Jovica Stanisic. In his notes from a meeting in Slobodan Milosevic’s office on 30 June 1995, Mladic wrote that Jovica Stanisic wanted to know what forces General Mrksic had at his disposal. Mrksic was at the time the commander of the Serbian Krajina Army. Stanisic didn’t trust General Novakovic, because his officers told Stanisic’s men in Krajina ‘on the first day there that they are paramilitaries’. Stanisic suggested that ‘Pecanac and 400 of his men should be detached, given a week to get some rest and then seconded to Mrksic’. Stanisic went on to say that he ‘could find 120 perfect men in Sector East and send them there’. However, they shouldn’t be used ‘since we have already sent them 80 men from Erdut and 80 men from Djeletovci’, Stanisic noted.

The witness confirmed that Mladic wrote it all down, but couldn’t remember ‘where Djeletovci is and who is located there’. General Milovanovic’s memory was refreshed when the prosecutor showed a segment of the famous video footage of the Scorpions unit in Djeletovci and in Trnovo. Jovica Stanisic’s and Franko Simatovic’s defense will cross-examine Milovanovic next Wednesday and Thursday.

SECRET intelligence reports on the activities of "Captain Dragan" Vasiljkovic in Bosnia and Croatia's eastern Slavonia region during the Balkans wars have exposed alleged links between the former Perth golf instructor and Serb war criminals Arkan and Radovan Karadzic.

Australian Federal Police are hunting the Belgrade-born Australian citizen, who commanded a paramilitary unit in the Balkans in the early 1990s and is wanted for questioning in Croatia for alleged war crimes.

Mr Vasiljkovic went missing in Canberra two weeks ago after the High Court cleared his extradition to Croatia, following numerous legal challenges launched after The Australian revealed in 2005 that the former paramilitary leader was living in Perth and working as a golf instructor.

Military intelligence reports filed in the case of Jovica Stanisic and Franko Simatovic, on trial at the International Criminal Tribunal for the Former Yugoslavia, have alleged that Mr Vasiljkovic regularly
visited a training camp at Erdut, in eastern Slavonia, commanded by war criminal Zeljko Razjnatovic, known as Arkan.

According to a confidential report by Major-General Mile Babic on October 25, 1991, Mr Vasiljkovic was involved in the training of Arkan's "Tigers", a paramilitary unit that carried out ethnic cleansing in Bosnia during the Balkans conflict.

"The training centre at Erdut was established with the significant support of the Serbian DB (Interior Ministry)," the report says. "Dragan Vasiljkovic would participate in the training of men there.
The training centre was also used as a detention facility where Arkan and his men brutalised and killed non-Serb detainees before disposing of their bodies in various sites at the area."

It is not suggested that Mr Vasiljkovic, who denies all war crimes allegations, was involved in the murders that occurred at the Erdut training camp.

A report compiled by intelligence analysts at The Hague's Office of the Prosecutor states that on one occasion, Mr Vasiljkovic was observed using a Muslim man as a live target during training exercises
at Erdut.

The Bosnian government is probing Mr Vasiljkovic's activities on the Bosnian territories in the former Yugoslavia during the early 1990s. The probe is additional to a separate Croation investigation into alleged war crimes committed in 1991-93.

Mr Vasiljkovic has previously denied he spent any significant period of time in Bosnia - where he is alleged to have repeatedly raped a Bosnian woman at a hotel in Zvornik - saying he only ever visited the region for two days in late May and for a few hours on June 7. "These are the only times I have ever been in Zvornik," he told a NSW Supreme Court hearing last year.

However, The Weekend Australian has established that several witnesses who gave evidence in various war crimes trials at The Hague have alleged Mr Vasiljkovic and his men were stationed at the Hotel Vidikovac near Zvornik - the same hotel where the Bosnian woman alleges she was raped.

One report written by Bosnian military commander Dragutin Ilic on June 7, 1992, said: "Captain Dragan reportedly stated that `he has the support of the President, Radovan Karadzic and other ministers in the government of the RS (Repulica Srpska)' " in setting up the Divic training camp, which was shut down later that year and Mr Vasiljkovic expelled.

Traditional Easter concert in Skopje

The Catholic cathedral of the Most Holy Heart of Jesus played host to a notable Easter period musical event on April 12th. To the great satisfaction of all those on hand a concert was given by the Klapa Bonaca a cappella band out of Šibenik.
The traditional Easter concert, sponsored by the Croatian Embassy in Macedonia, opened with a prayer for the late Polish President and his wife and the 96 members of the Polish state delegation that died in an airplane crash near Smolensk (western Russia).
The program continued with songs that celebrate love, wine, the homeland and the sea. The performance by the Klapa Bonaca, which recently joined Oliver Dragojević on stage in London, was a special experience for Croatians. The cathedral echoed with the sounds of their hits, and the audience joined in when the band performed Da te mogu pismom zvati (If I Could Call You In Song). The cathedral was too small to receive all of the faithful and the many dignitaries on hand, from the Macedonian Government, representatives of the religious denominations, the diplomatic corps, public figures and culture activists and a large number of the members of the Croatian community in Macedonia.
The band and the audience were greeted by Bishop of Skopje and Apostolic Exarch of Macedonian Kiro Stojanov and by Croatian Ambassador Ivan Kujundžić.
A reception featuring Croatian specialities was given after the concert for the homeland guests at the Raguza restaurant.

As U.S. shrugs, Bosnia lurches toward disaster again

SARAJEVO, Bosnia-Herzegovina — Nearly a year after Vice President Joe Biden flew here to reassure Bosnians that the U.S. was back and would try to help overhaul their dysfunctional made-in-U.S.A. political system, ethnic tensions are rising again, morale has fallen and people are wondering: Whatever happened to Biden?

For Bosnians, whose country was largely destroyed by the ethnic warfare in the 1990s that marked the breakup of Yugoslavia, with Christian Orthodox Serbs killing as many as 100,000 Muslim and Croat civilians, it's been a year of disappointment as the U.S. has become more disengaged and distant.

"I was encouraged by his coming here. Biden was always a man of principle," an exasperated Haris Silajdzic, the Muslim chairman of the collective presidency that presides over this fractious, stagnating
multi-ethnic state, told McClatchy. "I do not know what his responsibilities are now."

Bosnians expected the U.S. to be "more active and stronger in their efforts," said Sulejman Tihic, the leader of the Muslim opposition Party for Democratic Action. "They are showing less interest. They are turning over the responsibilities to Europe, which is too complex a place and cannot define its policy."

Biden didn't respond to requests from McClatchy for comment. Aides said he was busy overseeing U.S. policy in Iraq and other issues and wasn't following Balkan affairs closely. Instead, he's handed matters to the State Department, which for the past six months has promoted a faltering diplomatic initiative.

The biggest worry in Sarajevo, the historic melting-pot capital in a country renowned for its tolerance of minorities, is that ethnic Serbs, who control the autonomous part of the country known as
Republika Srpska, will hold a referendum that leads to secession. That could spell the end of Bosnia.

Srpska Prime Minister Milorad Dodik, who came to power with U.S. backing, has spoken of the "peaceful dissolution" of the Bosnian state and has openly disparaged the international community's top
representative in Sarajevo.

U.S. officials drafted Bosnia's Constitution in 1995 as part of the Dayton accords, which ended the war. The constitution recognized a Muslim-Croat Federation, as well as the Serbian entity in the north
and east of the country, which ethnic Serbs conquered in the 1992-95 war with the backing of neighboring Serbia.

Bosnian political leaders warn of bloodshed if Dodik carries out his threat.

"It is not possible to divide this country in a peaceful way," Tihic said. "Any real attempt like that will definitely lead us towards a new conflict."

He also said that the Muslim-Croat entity that Dayton created is "much stronger" than Dodik's forces in the Republika Srpska are.

Stipe Mesic, a former president of Croatia, warned recently that Croatia would intervene if Dodik carries out his threats.

A top State Department official on a recent visit here described the situation as "deteriorating but not a crisis."

He offered no plan to prevent the breakup of the Bosnian state, but said that if Srpska seceded, it would be "an independent statelet without a friend," similar to Abkhazia, a state that broke away from
the former Soviet republic of Georgia after Russia's 2008 military intervention. The official spoke only on the condition of anonymity because of the sensitivity of the subject.

Russia is the principal supporter of Abkhaz independence, and the Kremlin also backs Dodik, who's visited Moscow several times.

Last October, Deputy Secretary of State James Steinberg and European Union envoy Carl Bildt attempted to launch a diplomatic initiative at Sarajevo's Butmir airport. Its contents were tailored to Dodik's demands, but he rejected them outright and scurried off to Belgrade, the Serbian capital, for talks with Russian President Dmitry Medvedev.

"He came back much stronger and more arrogant," Tihic said.

In fact, Dodik later derided the U.S.-European plan as a "total failure, unnecessary adventure," and even many of his critics have dismissed the Butmir talks as an ill-prepared fiasco. Steinberg has
visited Sarajevo four times but come up empty-handed, and with presidential and parliamentary elections looming here in October, no one expects progress anytime soon.

As a result of the rejection by Dodik, Silajdzic and other Bosnian politicians, the U.S. and Europe withdrew a series of inducements.

Tihic said the two parties had promised an invitation to join NATO, a lifting of visa restrictions for travel to EU countries and candidate status for membership in the EU if all parties agreed to the U.S.-
European plan.

Meanwhile, Serbia was moving faster, gaining a lifting of visa restrictions and an invitation to take the first steps to join the EU — a boon to Bosnian Serbs, many of whom have Serbian passports, and a
punishment to Bosnian Muslims, who have no country other than Bosnia.

There was a respite in the gloom Thursday, when NATO foreign ministers who were meeting in Tallinn, Estonia, agreed, with conditions, to invite Bosnia to prepare for membership.

The invitation, however, didn't address how a frail state whose constitution promotes ethnic rights over citizens' rights can gain the full sovereignty and stability needed to join the European Union, especially when Srpska can veto actions that would be necessary to fulfill NATO's conditions.

Still, there are bright spots. Sarajevo and most other cities have been largely repaired, and there are construction cranes in many places. Stores are stocked, and the city has trendy places to dine and
drink. More important, neighboring Serbia and Croatia say they've abandoned any territorial designs on Bosnia-Herzegovina.

Boris Tadic, the Serbian president, has publicly apologized for the July 1995 mass killings at Srebrenica, and his Croatian counterpart, Ivo Josipovic, said his predecessors had "sown an evil seed" in trying to partition Bosnia with Serbia.

There are new universities, among them the American University in Bosnia and Herzegovina, started by a Bosnian who studied in the United States. Students interviewed at the Sarajevo branch, however, said they had little confidence that their politicians could steer the country out of the morass.

"It's a stalemate," said Denim Kicic, 27, of Sarajevo. "Everything should change. But they blow smoke, and make worthless promises."

One young woman professed hope about the future of her country. "If we held the Winter Olympic Games in Sarajevo before the war, I am pretty optimistic about the country," said Jasmin Aganagic, 20, who's also from Sarajevo. "I am just hoping that the government will fall."

"We are stagnating," said Aldin Dervisevic, 19, from Sarajevo. "Our politicians are too old. Don't vote for them. If we want to change, we have to get rid of them."

While the U.S. continues to get universal credit for its 1995 intervention, which helped save the small country from extinction as major European states looked aside, the U.S. of late has been withdrawing in small and subtle ways.

For example, a month after Biden delivered his speech on May 19, 2009, the U.S. removed the last of a 15-member military task force whose job had been to pursue Bosnian Serb Gen. Ratko Mladic, whom the International Criminal Tribunal for the former Yugoslavia has charged in absentia with genocide and crimes against humanity.

International diplomats here credit the U.S. unit with crucial behind-the-scenes assistance in helping to secure the arrest of former Bosnian Serb political leader Radovan Karadzic, who's now on trial in The Hague, Netherlands.

U.S. officials said the Obama administration also persuaded the Netherlands, which had blocked Serbia's application for membership in the EU until Mladic was turned over to the Hague tribunal, to relax its conditions. Serbia has begun the application process, but U.S. officials say the process could be suspended if Serbia backslides.

Washington was silent, however, when Britain on March 1 arrested Ejup Ganic, a member of the Bosnian wartime presidency who studied at the Massachusetts Institute of Technology, and began extradition proceedings at the demand of Serbia, which wants to try him on charges of war crimes.

The Hague tribunal and the Bosnian state court have investigated the allegations and concluded that there was no basis for proceeding. In a sense, Britain has put the Bosnian state on trial, but Ganic, who's under house arrest in Britain, expects that he'll have to pay his own expenses, because there's no way that Serb representatives in the Bosnian government will agree to pay them out of state coffers.

The U.S. attitude baffles Bosnian political leaders, who say the best hope for the country is for the U.S. to appoint a special envoy. "I still think the U.S. should take advantage of the example of Bosnia," Tihic said. "If the U.S. really wants to do something, they can do it. This is a project that the U.S. can show to the entire Muslim world."

Josipovic’s actions call for his impeachment

HKV holds that the president hurt the Croatian national interests, forged historical facts and disparaged the Croatian Parliament.

Croatian Cultural Council released a statement on Thursday reacting to the speech the Croatian President Ivo Josipovic made before the Bosnia and Herzegovina parliament. The HKV statement claims that Ivo Josipovic "hurt the Croatian national interests, forged a historic fact, disparaged the Croatian Parliament and reduced the importance of the Patriotic War Declaration."

HKV also claims that President Josipovic violated the Article 98 of Croatia’s Constitution, which only permits the President of the Republic to cooperate in formulating and implementing foreign policies. HKV states that they believe that “this is so not the first time that he showed his utter disdain for the Government.” - Considering that Josipovic’s work contains elements of a coup, Croatian Cultural Council invites the Croatian Parliament to, based on the Article 104 of Croatia’s Constitution, to initiate proceedings for the impeachment of the President - a statement signed by the president of the association Hrvoje Hitrec says.

Silver plaque and commendation to Mišo Hepp


From its inception Mr. Hepp has been a member of the Federation of Croatians in Hungary, and is the president of the Baranya region chapter of the organisation. He played a significant role in organising and shaping Croatian ethnic self-government. He is also a member of the Croatian Ethnic Self-Government in Pécs. He is the founder and president of the association of Croatian vintners and hunters of Baranya and the August Šenoa Croatian cultural association in Pécs. Mr. Hepp is an active member of the Croatian religious community in Pécs, and collaborates with the Croatian Heritage Foundation, the Croatian Culture Parliament, the Museum and Gallery Centre, the Concert Directorate, the Lado Ensemble and many others in Croatia.

Janjevo Dialect Days in Zagreb


The Janjevo-Zagreb Association and teachers at the Dr. Ante Starčević Elementary School have organised the 1st Days of the Janjevo Dialect, featuring literary, dramatic arts, film, photography and music workshops in the Janjevo dialect on topics from the life of the Janjevo community in Croatia and living in Kosovo.

Croatian Easter in Novo Selo


The amateur actors of Novo Selo rehearsed the seven sketches for three weeks. Young and old actors performed on stage, as did group leader Branko Kornfeind. A dance performance by the Hatsko kolo dance group was, unfortunately, cancelled.

Humanitarian luncheon in Chicago


Over 400 attended the event, with the programme led by association member Marija Dugandžić-Pašić. Anthems were sung by members of the Hrvatska Loza folklore ensemble, with Fra' Jozo Grbeš, parish priest at the Croatian parish of St Jerome in Chicago, offering a prayer and some short words about the significance of the Croatian Woman association.

Easter exhibition by the Pula branch office of the CHF


Hand made is the best, a culinary exhibition of original Istrian wines, olive oils, cheeses and dry-cured hams and Istrian Fusion, an exhibition of paintings and objects using an interesting glasswork technique by Morena Andačić of Pula, were opened.

Moreska in Croatia the last authentic sword dance in the Mediterranean
The moreška dance on the island of Korčula in Croatia can be played only by those for whom at least one parent is from the island. The dance dates from the Middle Ages, and together with the house of Marko Polo represents one of the chief attractions of the island. The confraternity of All Saints is the oldest one on the island, founded back in 1301. Text and photos by Davor Rostuhar, Croatian journalist and photographer.

Jim Caviezel's spiritual journey from Medjugorje to Mel Gibson's Passion
Jim Caviezel became the world famous actor with leading role in Mel Gibson's movie "Passion". In Medjugorje he had experienced certain dimension of faith that was unknown to him up to that point. In February 2010 he came to Medjugorje for the sixth time as pilgrim.

Dr. Edward L. Miloslavich Croatian investigator of the Katyn Forest tragedy
Dr. Edward Lucas Miloslavich (Eduard Luka Miloslavić), professor at the University of Zagreb, Croatia, was one among 12 medical experts who investigated the Katyn Forest tragedy in 1943. In 1951 and 1952 he gave an official report also to the Congress of the USA. We express our deep condolances to the Polish people on the occasion of the airplane tragedy of April 10 2010.

Croatians of Chicagoland book set to launch May 17, 2010
The Chicago area is home to more than 150,000 people of Croatian descent. In its heyday, the community grew so robust, it was known as the "second Croatian Capital." In her new book "Croatians of Chicagoland, " Maria Dugandzic-Pasic examines how this community and its leaders, clergy, laborers, politicians, athletes, benevolent societies and social organizations helped build and shape Chicago's history.

Hagen Iserlohn 2011 call for submissions
The Hagen Iserlohn-2011 contest and exhibition of Croatian student's art  from around the world will be held in Germany in cooperation with: HKM Hagen, SD. Croatia Hagen, Hagen Caritas, Matica Croatia for the Ruhr area and the Croatian Heritage Foundation. The deadline for submissions is December 18, 2010.

Australian-Croatian Vinko Romanik featured on stamp
Vinko Romanik, was recently granted the honour of appearing on a limited edition postage stamp in recognition of the 200th Anniversary of Australia Post.  He has worked for Australia Post for some years.  He was one of 10 Australia Post workers to appear on an exclusive stamp out of 1,600 employees who were nominated.

Tom Rukavina Croatian-American running for Minnesota governor
Tom Rukavina, from northern Minnesota is in the running for governor of Minnesota as a member of the Democratic-Farmer-Labor Party. He has a reputation as a straight talking, hard working and passionate advocate for what's best for Minnesota.

Mervan Pasic Croatian mathematician invited by Japanese colleagues
 Dr. Mervan Pašić, professor of Mathematics at the University of Zagreb, visited Japan from November 11-22 2009 upon the invitation of Japanese mathematicians: Yuki Naito, Hiroyuki Usami, Tetsutaro Shibata and Jitsuro Sugie. He delivered an invited lecture at the University of Hiroshima and a plenary lecture at the University of Kyoto. The cities of Kyoto and Zagreb are twinned since 1972.
